Minutes of the meeting of Fiskerton Parish Council held on 22nd of October 2018 at 7:30 p.m. in Fiskerton Village Hall

Attendees: Cllr W Roberts (chairman); Cllr R Wall (Vice chairman); Cllr Anne Chessman; Cllr S Canner; Cllr L Hutchinson; D/Cllr C Darcel; Mr S Hall (Parish Clerk) and one member of the public.

3.0 Tanya site Ferry Road

3.1 Following the presentation by Simon Catney at the parish council meeting on 15 10 18 Members agreed to hold an extraordinary meeting to consider how the proposed development can benefit the people of Fiskerton.

3.2 The original proposal by JH Walters for this site was to provide 36 dwellings.   At that time councillors considered this was too many for this site but were in favour of a compromise with employment opportunities

JH Walters provided a revised plan was prepared with 20 dwellings’ a bus turning area, business accommodation and a creche.   The PC were happy with the revised layout and subsequently JH Walters applied for planning approval which was refused.

3.3 J H Walters has now provided new proposals and provided a plan which they hope will gain the approval of the parish council before they submit a new application to WLDC.

3.4 comments from councillors are listed below:

A All councillors present agreed that this site is a derelict eyesore and needs to be tidied up and developed

B There is a need to lock in the buildings that provide potential job opportunities to the housing ensuring the development is constructed as a whole and not just the housing element

C The developer needs to block off any future access to the green field space between this development and Hall lane to prevent in fill.

D The new proposal includes for high quality homes.  Councillors were of the opinion that low-cost affordable housing should be included to provide homes for young people.

E It was noted that the building designated as a creche would have high overheads and the parish council should be open to the building being used for other purposes and not be too insistent on its use as a creche

F It was informally agreed by councillors that if two blocks of 4 apartments were provided within the development it would help to fulfill the needs of the Fiskerton community for the time being.

G Traffic: better to develop housing with light traffic than have the site used for warehousing and HGVs passing through the village.

H Councillors mentioned the Community Infrastructure Levy (CILS).  The Clerk informed:  PC receive 25% of CILS if there is a Neighbourhood Plan and 15% if there is no Neighbourhood Plan.

I All councillors present agreed to support a plan that includes 2 blocks of 4 apartments plus housing as the site will accommodate.

J  It was suggested that emphasis should be put on the development being sustainable, with examples of a rainwater catchment and solar panels being used.

3.5 With the aspirations of the parish council in mind WR and RW agreed to meet with the developer to discuss the proposals
