1. Open session

A member of the public addressed the parish council; During the last few meetings it has been apparent there has been anger, innuendo and raised voices. The resident said the address is not aimed at any particular individual but asked for the debates at the meetings to be conducted cordially without raised voices otherwise, people will not be encouraged to attend.The chairman explained that an e-mail has been sent to the two councillors who were involved in the exchanges. One apologised and one did not. The chairman is to decide whether to take further action.

A member of the public asked when the signs at Short Ferry will be installed. IF said job is in the LCC System. - LCC

A resident asked what progress has been made toward providing a Sunday bus service. WR explained the idea is to remove some of the little used weekday services and replace them with a Sunday service. WR to take the matter forward. – WR

A resident asked why the proposals for the Tanya site include 20% affordable housing and the NP does not include any affordable housing. The chairman explained that the NP contains aspirations for future development. The National Planning Policy Framework sets out the Governments planning policy and how it should be applied, and the Central Lincolnshire Local Plan (CLLP) sets out the criteria for affordable housing both of which are legal documents. The NP refers to these policies, but it cannot vary or replace them.

The discussion then turned to references in the CLLP to a maximum of 15% growth limit. The chairman explained that CLLP does not limit development absolutely.

A resident asked why there is an aspiration for 250 additional houses in Fiskerton. WR said the loss of the post office and shop were key concerns and some people think the village is dying. Advice to stop the decline is to increase the population of Fiskerton to around 2,000 people. This is what residents wanted. The resident said the village will not be destroyed.

Further discussion was focused around the NP. The chairman ruled: ‘’this meeting is of the parish council and not an NP meeting’’. Since the allotted time for the open session had elapsed the chairman drew the item to a close.

c) Annual Return. The notice of conclusion of audit has been received from PFK Littlejohn, the external auditors. The report to be posted on the parish website. – Clerk.

d) A report regarding expenditure of the transparency grant fund was presented to the council. Members agreed to support a proposal to use the remainder of the transparency fund to purchase computer equipment for the sum of £200.95 and allocate the remaining £284.23 to offset salary costs for computer and website transparency training. – Clerk.

6.0 Correspondence.

6.1

 a) An email has been received from Bardney Parish Council offering services of their handyman for £12.50/hour plus the cost of materials. Members noted the report.

b) Cherry Willingham PC has confirmed they wish to support the quest to have footpaths to link the three villages of Fiskerton, Reepham, and Cherry Willingham.

7.0 Highways

7.1 Overgrown hedge, High Street. The clerk reported on the transactions with LCC, the landowner’s agent and the tenant. The hedge was cut recently which warded off LCC enforcements action. LCC will send a highways maintenance team to clear up arisings from the hedge and to side out the footpath.

7.2 Ferry Road; an enquiry was sent to LCC to ask if there has been any progress. None so far but LCC confirmed the job remained with their designers who were looking to resolve what can be done about BT chambers. LCC notified; ‘’The job is provisionally in the works programme for 21/09/20’’.

8.0 Neighbourhood Plan Report.

8.1 Councillor Wall delivered the Neighbourhood Development (NDP) report.

The plan is going through the regulation 14 consultation period. Upon expiry of the consultation period the consultation responses will be opened in the presence of independent people. The plan may be amended depending on the responses received after which the parish council ill be asked to adopt the plan. It will then be forwarded to West Lindsey District Council who, when satisfied with the content of the NP, will arrange an election in which the people of Fiskerton will decide whether to adopt the plan or not.
