NOTES OF THE MEETING OF
FISKERTON PARISH COUNCIL
Held on Thursday 14th August 2025 at 7:00pm Venue: Fiskerton Village Hall
Present: Chairman: Cllr A Walker. Councillors: Cllr C Hill, Cllr L Matthews, Cllr C Darcel, Cllr J McGeachie

2. Apologies for Absence: None
3. Declarations of Interest: None
- Dispensation Consideration: It was RESOLVED, 4 in favour, 1 against, to grant a dispensation for all councillors to discuss and vote on all non-pecuniary matters. Cllr Darcel abstained. Signed dispensation forms to be filed with signed minutes.
4. Approval of Previous Minutes
It was RESOLVED to accept the minutes of the meetings held on the following dates as a true record:
- 12th November 2024 – 3 in favour, 2 abstained
- 12th December 2024 – 3 in favour, 2 abstained
- 9th January 2025 - 2 in favour, 1 abstained
- 3rd April 2025 – All in favour
- 26th June 2025 – All in favour
5. Reports from District and County Councillors
Reports were received from the District and County Councillors. C/Cllr T Bridgwood gave an update on the HGV usage on Blacksmith Lane, a Highways assessment has been requested. Evidence of parked vehicles is required. The road bend at the church is also being investigated.
D/Cllr M Palmer reported that the Savoy Cinema in Gainsborough is now open and car parks are offering 2 hours free parking.
6. Chairman’s Report
The Chairman provided an update on recent activities and initiatives.
- Cllr Walker expressed a heartfelt gratitude for the beautiful memorial plaque and ceremony presented by a member of the public before the meeting began. The plaque will be displayed in the lounge of the Village Hall
- Discussion around the current memorial at the airfield in Fiskerton. ACTION: Clerk to investigate if it’s an area that is recognized as an official memorial site
- Review of Councillor appointments. ACTION: Clerk to email Cllr J McGeachie current appointments. ACTION: Cllr J McGeachie to report his future capacity
7. Vacancies for Co-option
It was noted that there are 2 vacancies for co-option, no applications received. ACTION: Cllr Walker to post on social media and include Short Ferry and surrounding village pages. ACTION: Cllr McGeachie to contact the school for interest from older students.
8. Co-option Policy
It was RESOLVED to adopt the co-option policy and application form.
FINANCE
9. Ratification of Payments
The payments for June and July 2025 were ratified. (See Appendix 1 for details.)
10. LGS Pay Award
It was RESOLVED to adopt the LGS pay award and approve back pay from 1st April 2025. (See Appendix 1 for details.)
11. Regular Payments Schedule
The schedule of regular payments for August 2025 was noted. (See Appendix 1 for details.)
12. Non-Regular Accounts
It was RESOLVED to approve Annual Data Protection Fee and Brown & Co Market appraisal Fee
Village clock renewal to be investigated. ACTION: Clerk to seek 2 further quotes
PLANNING
13. Planning Application Comments
Cllr Walker gave advice on requirements regarding comments against planning applications.
14. Application Number WL/2025/00766
The planning application for resurfacing of the car park and dropped kerb at the Village Hall was reviewed. Deadline for comments is 01/09/2025. It was RESOLVED to support the application with 4 in favour, 1 against. ACTION: Cllr Walker to submit supporting document
15. Offer for Paddock
The findings of the report regarding the offer for the Paddock were considered. It was RESOLVED to offer the Church Commissioners the market value of the paddock. ACTION: Clerk to contact to see if the offer would be accepted
CORRESPONDENCE RECEIVED
16. Primetake Path
Discussion regarding access via the site. ACTION: Clerk to contact Primetake requesting report findings and landowner
17. LWL Parish Council Briefing
Details of the briefing session scheduled for 25th September 2025 at 6 PM were noted.
18. Environment Agency
Maintenance works email from the Environment Agency was received. ACTION: Cllr Walker to pass details of items left by EA for clerk to follow up
19. Traffic Flow Email
An email from Cllr Bridgewood regarding traffic flow was discussed. It was RESOLVED to order 10 new 30mph speed signs. ACTION: Clerk to order signs
NEW ITEMS
20. Playpark
a) The playpark offer from Finding Fitness regarding new play equipment and funding was reviewed and RESOLVED. ACTION: Clerk to instruct Finding Fitness
b) The purchase of a new large gate to replace the broken one was discussed. ACTION: Cllr Walker to seek further quotes
c) It was RESOLVED to purchase new matting for under swings to replace broken ones up to the value of £300. ACTION: Clerk to liaise with Cllr Walker and order
d) It was RESOLVED to purchase a new bin (3 quotes provided) ACTION: Clerk to liaise with Cllr Walker and order
9.00pm – It was RESOLVED to continue the meeting
21. Sale of Carpenters Arms
The sale of the Carpenters Arms to Batemans Brewery was discussed. ACTION: Clerk to send a welcome email to Batemans.
UPDATE REPORTS
22. Woodland Trust Reserve
Suggestions for the Woodland Trust Reserve were reviewed and RESOLVED to support donator with the cost of a memorial bench. ACTION: Clerk to contact donator to arrange
23. Village Car Park Resurfacing
An update on the Village Car Park resurfacing was received. Awaiting planning and grant application decisions
24. Hearing Amplifier
A discussion on the hearing amplifier took place. ACTION: Cllr Darcel to seek advice and feedback on anything that may help
25. Allotments
- Updates on allotments were received.
- Water source options, including the Anglian Water application fee for allotments, were discussed. Agreed to defer until after Autunm/Winter pending IBC usage
26. Memorial Bench
The installation of the memorial bench is confirmed for the end of September.
MEETINGS
27. Next Agenda Items
Allotments to be discussed under a closed session. ACTION: Clerk to add to September agenda
28. Date of Next Meeting
The next meeting is scheduled for 18th September 2025 from 7 PM to 9 PM at Fiskerton Village Hall.
29. Exclusion of Public and Press
A resolution was passed to exclude the public and press for consideration, Clerk was requested to leave the room whilst discussions took place
- It was RESOLVED to accept the Clerks contract with an amendment to cap the annual increments to 10 years from date of appointment. ACTION: Clerk to amend and send to Cllr Walker
