Notes OF THE MEETING OF FISKERTON PARISH COUNCIL ​

Held on Thursday 18th September 2025 at 7:00pm Venue: Fiskerton Village Hall ​

Present: Chair: Cllr A Walker. ​Councillors: Cllr C Hill, Cllr L Matthews, Cllr C Darcel

A member of public expressed the following concerns

Damaged roadside barrier near by the Environment Agency at Short Ferry, parking and blocking of a Fire Hydrant on Chapel Road, North delph in a poor state

  • Raise with C/Councillor Bridgwood

It was also noted that the straw in the road near the Carpenters Arms needs removing: ACTION: Clerk to contact LCC

New footpath repairs outside 27 & 37 Ferry Road have been poorly done. ACTION: Cllr Walker to take photos

North Delph Bridge broken: ACTION: Clerk to chase

Reepham Road bridge, broken step. ACTION: Cllr Walker to take photos

  2. Declarations of interest: None
  3. Approval of previous minutes: It was RESOLVED to accept the minutes of the meetings held on 14th August 2025 as a true record
  4. D/Cllr Darcel gave an update on new appointments at WLDC and expressed his concern over the projected £1 million financial shortfall over the next three years, due to the reductions in government funding and rising operational costs
  5. To note 2 vacancies for co-option: No applications received
  6. Chairman’s report
  1. Cllr Walker reminded all to use fixmystreet.com and informed that the flood alert system has been updated: ACTION: Clerk to add details to website
  1. Clerks report
  1. Finance reconciliation check has been completed by Cllr Darcel. Statement of verification signed and held on file. RFO reported the two discrepancies in records was due to an overpayment and made council aware that payment from British Gas for the scout hut solar panels has now been resolved. VAT reclaim has not yet been completed but will be in due course
  2. Clerk reported on the parish councils’ finances providing an overview of budget versus actual spend to date
  3. Noted that PFK Littlejohn issued the external auditors report on 17th September 2025 and that it had been circulated via email and posted on the website with the notice of conclusion of audit
  4. Imperial war museum advised that war memorials are Responsibility of the current owner guardian unless they are listed by historic England there's very little protection. There is no central authority for the erection or maintenance of all memorials. Local Conservation Officer may help with a conservation area status or local listing. ACTION: Cllr Walker to discuss with landowner
  5. New quote for Village Clock service for next year. ACTION: Clerk to contact again in March 2026
  6. New litter bin for play park and 30mph slow signs have been ordered.
  7. The National Lottery funding application has been submitted for the new equipment for the play park
  8. an offer has been submitted to Savils for the purchase of the paddock
  9. LCC offer of additional salt for winter – it was RESOLVED to decline

FINANCE

  1. August 2025 payments noted. Appendix 1 attached
  2.  Schedule of regular payments for September 2025 noted. Appendix 1 attached
  3. It was RESOLVED to approve non-regular accounts for
    a) Wreath £25
  1. Christmas Tree up to the value of £200

 

PLANNING: to consider and agree actions as required: 

CORRESPONDENCE RECEIVED:

  1. Reminder - LWL Parish Council Briefing sessions - 25th September 2025 6pm online invite sent on 14/7/25 Local policing team circulated via email ACTION: Cllr Walker to attend.
  2. Primetake Path regarding access via site – ACTION: Clerk to contact landowner

UPDATE REPORTS: to consider and agree actions as required:

  1. Playpark - It was RESOLVED to carry out the highest risk recommendations from ROSPA and Cllr Walker safety report initially. Village maintenance person to be considered. ACTION: Clerk & Cllr Walker to create a list of works. ACTION: Advertise for locally handy person.
  2. Offer for Paddock – No update
  3. Cllr Walker updated on the Village Car Park resurfacing. Almost fully funded with the shortfall being covered by VH. No cost to parish council. Works to possibly begin end of October.
  4. Noted that the allotments are now at full capacity. ACTION: Clerk to draft Debt policy

BUDGET

  1. Ideas discussed for 2026 – 2027. Dog walking field & community shop. ACTION: Cllr Walker to do further research. ACTION: Cllrs to send suggestions to Clerk before next meeting

  2. Date of next meeting:  The next meeting is scheduled for 23rd October 2025 7 – 9pm, Fiskerton Village Hall
