NOTES OF THE MEETING OF

FISKERTON PARISH COUNCIL ​

 

Held on Thursday 4th December 2025 at 7:00pm Venue: Fiskerton Village Hall ​

Present: Chair: Cllr A Walker. ​Councillors: Cllr J McGeachie Cllr C Hill, Cllr L Matthews, Cllr C Darcel

  1. Open Session 1 resident reported that the road needs sweeping on Blacksmith & Lincoln Road. Action: Report on Fix My Street
  2. Apologies for absence: None
  3. Declarations of interest: None
  4. Approval of previous minutes: It was RESOLVED to accept the minutes of the meetings held on 23rd October 2025 as a true record.
  5. District and County Councillor reports – Cllr Darcel reported that the latest KPMG finance audit for WLDC was reassuring. An email was discussed from Cllr Bridgwood regarding the decision to close the Highways case for restrictions on Blacksmith Road. ACTION: Clerk to request ongoing assessments and to include bend around the church. ACTION: Cllr Walker to get photo evidence of cars parked at junction.
  6. To note 2 vacancies for co-option. No applications received
  7. Chairman’s report – Cllr Walker began his report with a request to close of 2025 with a positive outlook for 2026. He highlighted the need to replace the Jubilee tree, and it was RESOLVED to proceed with the purchase of a new one, with a budget of up to £150. Additionally, Cllr Walker has acquired a replacement laptop for Cllr C. Hill. He also noted that the Witham Valley Access Group has withdrawn the council's seat due to consistent non-attendance at meetings. Cllr Walker plans to request the reversal of this decision once the council reaches full capacity again. Countryside Access & Community Project Officer has offered Parish Councils the opportunity to be put forward for an individually designed free bench to Mark the 50th Anniversary of the Viking Way, to be placed along the route. It was RESOLVED to apply for a bench to go along river. ACTION: Clerk to contact

 

  1. Clerks report – The clerk reported that both Cherry Willingham and Reepham support the late night bus service and this had been sent to Cllr Bridgwood. Cllr Bridgwood has forwarded this to the Mayor and transport caseworker. ACTION: Clerk to run a poll on Facebook to show support for the service. Clerk reported on the process of obtaining protection for war memorial. ACTION: Clerk to contact former Fiskerton Archelogy & History group. Clerk gave an update on the recent training session received from LCC on the new flood warning system and several councillors volunteered to receive alerts. Clerk also advised on annual leave over the Christmas and New Year period

  1. October/November 2025 payments noted. Appendix 1 attached

PROJECTS

 

  1. Cllr Walker invited fellow Councillors to share their objectives and goals for the upcoming year.
  • Cllr Hill expressed a desire for a late-night bus service.
  • Cllr McGeachie advocated for the refurbishment of the local playpark.
  • Cllr Matthews focused on enhancing the allotments and the use of the paddock
  • Cllr Walker emphasised the importance of recruiting new Councillors and completing outstanding projects.
  1. Village Newsletter – It was RESOLVED that Cllr Walker would arrange the handover, create and share a plan to move forward in 2026, for the PC and advertise for volunteers.

  1. Village shop – Cllr Darcel and Cllr Hill provided an update that initial plans have been developed and will be presented at the next meeting. ACTION: Cllr Darcel to circulate business plan prior to next meeting

 

BUDGET

  1.  It was noted that a revised budget would be circulated ready for sign off in the January meeting to meet the deadline by WLDC

  1. Playpark monthly inspection noted
  2. It was RESOLVED to have a councillor inspection rota. Cllr Walker volunteered to do December and January, Cllr Darcel and Cllr Matthews agreed to be included in the rota. The rota will be circulated for approval in January.
  3. Outstanding quote items – deferred to January meeting

 

ALLOTMENTS

  1. Update - Cllr Matthews to connect new water containers
  2. The allotment paddock – it was RESOLVED to extend the allotments by 2 and reserve the future use of outstanding land for an orchard.
  3. The following contract amendments were considered:
  1. Action for non-payment of invoice
  2. Action for non-cultivation of plot

ACTION: Clerk to draft new agreements to incorporate terms above and circulate prior to next meeting for sign off in January

 

MEETINGS:

  1. Matters for inclusion on next agenda: Allotment invoice & agreements, memorial bench, shop, the paddock and December village newsletter content – It was noted that concerns were raised regarding content published in the recent newsletter, the chair advisor this matter would be included for discussion.
  2. Date of next meeting:  The next meeting is scheduled for 15th January 2026
