NOTES OF THE MEETING OF

FISKERTON PARISH COUNCIL ​

 

Held on Thursday 15th January 2026 at 7:00pm Venue: Fiskerton Village Hall ​

Present: Chair: Cllr A Walker. ​Councillors: Cllr J McGeachie, Cllr L Matthews, Cllr C Darcel

Also present: Sharon Johnson (Clerk)

  2. Apologies for absence: Cllr C Hill
  3. Declarations of interest: None
  4. Approval of previous minutes: It was RESOLVED to accept the minutes of the meetings held on 4th December 2025 as a true record.
  5. District and County Councillor reports – Cllr Darcel advised to look at the website for more information on the unitary proposals https://www.west-lindsey.gov.uk/council-news/2025/11/councils-clear-message-government-any-future-reorganisation-must-work-our-communities. Cllr T Bridgewood sent a update via email, he gave an update on the water leak issue on Ferry Road and gave reassurance to residents that the drainage board have been carrying out maintenance along the bank of the river Witham. Fiskerton Parish Council wishes to express its heartfelt gratitude to both Cllr Bridgewood and LCC Highways department for their commitment to solving the issue.
  6. To note 2 vacancies for co-option. No applications received
  7. Chairman’s report – Cllr Walker also feedback on the water issue on Ferry Road and reported that the Carpenters Arms who like to install a Defibrillator. ACTION: Clerk to investigate
  8. Clerks report – The clerk reported that the National Lottery Funding had been approved and the contractor for the play park had been informed she also reported that she would be on annual leave between the 12th and 26th of February

 

FINANCE AND BUDGET

 

  1. December 2025 payments noted. Appendix 1 attached
  2. Schedule of regular payments for January 2026 noted. Appendix 1 attached
  3. To consider and approve any non-regular accounts for September 2025 not listed above. It was RESOLVED to approve the following payments

a. LALC Annual Training scheme £174

b. LALC Annual membership fee £338.90

  1. It was RESOLVED to approve option A and set the 2026-27 precept at 19,100 which is a 0% Increase on last year (2025-26)

 

PROJECTS

 

  1. Village Newsletter – The following arrangements for the parish council newsletter was RESOLVED and written into the Newsletter operational and finance policy
  1. The editorial policy and working party terms of reference adopted
  2. Format and frequency of publication agreed A5 – Colour – 10 Editions per year
  3. Advertising charges as circulated
  4. Annual subscription of software approved - Canva and Flipbook
  5. Printing company – To trial both
  6. Delegation of authority given to the clerk in consultation with the Newsletter Working Party, to approve and publish future editions of the Parish Council newsletter
  7. Budget of £1,400 noting that advertising income will be used to offset production costs
  8. Delegation the authority given to the newsletter working party to authorise expenditure within the agreed budget

 

  1. Village Shop – ACTION: Advert for volunteers to be in next newsletter
  2. The Paddock - It was RESOLVED to contact the church commissioners’ agents asking them to consider lease of either the paddock or another piece of land. ACTION: Clerk to draft letter and circulate

  2. Councillor inspection rota for 2026 RESOLVED Action: Clerk to circulate
  3. Maintenance quote - It was RESOLVED to approve item 2,11 and 12

ALLOTMENTS

  1. Update - None
  2. It was RESOLVED to adopt the circulated updated allotment tenancy (V2) and agreed for no rent increase for the next allotment year 2026-2027

VILLAGE MAINTENCE & ENVIRONMENTAL ISSUES

  1. It was resolved to request two additional grip bins from LCC. ACTION Clerk to contact LCC
  2. Recent fly tipping incidents reported. Continuation of reporting on Fix my Street. ACTION: Clerk to use FB to request reporting and Cllr Darcel to investigate with WLDC

 

COMMUNICATIONS

  1.  Village Hall/ Parish Council responsibility. ACTION Cllr Walker to circulate information to clarify
