Notes of the Meeting of Fiskerton Parish Council held on Thursday 13th August 2026 at 7:00pm in Fiskerton Village Hall.

Present: Chair: Cllr A Walker. ​Councillors: Cllr L Matthews, Cllr C Hill, Cllr M Pothecary

Minutes

  1. Open Session: A resident attended in relation to the proposed commemorative bench on Hall Lane. The resident advised that nearby neighbours had not been aware of the proposal and that concerns had been expressed about the suitability of the location, including loss of privacy for properties opposite, the potential for anti-social behaviour, and the impact of future Hall Lane widening works connected with the new housing development and farming traffic.

  4. Minutes of meeting held on 2nd July 2026: It was RESOLVED to accept the minutes as a true record.
  5. Reports of the District and County Councillors: D/Cllr M Palmer provided an update on new refuse services in the future, a battery and vape collection in 2027 and a bottle deposit scheme. She also reported that you can get 2 hours free carparking in any WLDC car park in Gainsborough.
  6. Vacancies for co-option: The Council noted 2 vacancies for co-option and considered any applications received. None
  7. Chairman’s report: Cllr Walker reported that Fiskerton Village Hall is putting on a village festival on 6th September. There was no further update regarding the Traffic Prevention Order at the Blacksmiths Lane junction. Cllr Walker also reported that, following correspondence with NextEnergy Capital regarding Grey Street Solar Farm, local engagement and heritage input, a meeting is being arranged for the first week of September. The matters raised include improved inter-village connectivity, visual improvements and heritage information at the airfield memorial, and potential support for community solar provision at the Village Hall.
  8. Clerk’s report: An update had been received from the landowner in relation to the new solar farm, advising that the proposal for a footpath to the south of the farm would not be supported. The Clerk also reported that, following Lincolnshire County Council Highways’ refusal of the Chapel Road bus shelter application, a further enquiry had been made about whether an alternative shelter design could be considered. Highways confirmed that a bus shelter could not be installed at that location due to the width of land available. Finally, the Clerk provided an update on enquiries made to West Lindsey District Council regarding protection of the SUDS located north of the Village Hall. The response confirmed that anyone may apply for planning permission on land and the Local Planning Authority cannot prevent an application being made. However, the landowner would be responsible for the presence and protection of the SUDS, potentially through a legal process such as covenants on the land. The Local Planning Authority also confirmed it would not wish to see any development that compromised the presence or effective operation of the SUDS scheme, which provides important flood mitigation for the village.

 

FINANCE AND BUDGET

 

  1. July 2026 payments ratified as set out in Appendix 1.
  2. Schedule of regular payments for August 2026 noted as set out in Appendix 1.
  3. Non-regular accounts for August: It was RESOLVED to approve the following

a. ICO Data Protection Fee - £52

b. Defibrillator maintenance service X 2 @ £114 each

c. Clock Service – Cumbria Clock Company - £288

 

PLANNING

  1. Planning application at Fiskerton Airfield wellsite, Fiskerton, Lincoln LN3 4HZ - four groundwater monitoring boreholes and change of use. It was noted that this is not live on the planning portal and the clerk would send more details when available

 

PLAYPARK

 

  1. Playpark inspection – Cllr Walker has done last 3 months, Cllr K Pothecary to do September to November and Cllr Mathhews to do December to February

 

ALLOTMENTS

  1. Allotments: The Hodgson Trust visit had gone well and the Trust was happy with the condition of the plots. It was noted that there is currently one plot available and no-one on the waiting list. It was RESOLVED that the Clerk would apply for funding or grant support to assist with the cost of providing a water source for the allotments, either by installing a well or a tap.

 

VILLAGE MAINTENCE & ENVIRONMENTAL ISSUES

  1. Flood Risk Mapping in Fiskerton: No further action required
  2. Viking Way bench: Clerk to liaise with LCC on alternative locations or a monument instead of bench

 

COMMUNITY ENGAGEMENT & ACTIVITES

  1. YMCA Rural Outreach Youth Club pilot sessions: Deferred pending outcome of contract negotiations VH and YMCA
  2. Councillor Community Grant Fund: Noted
  3. Neighbourhood Plan consultation 14 review: Deferred
