Notes of Extraordinary Meeting of Fiskerton Parish Council

Held on Friday 4th September 2026 at 6:00pm in Fiskerton Village Hall.

Present: Cllr Adrian Walker, Chairman, Cllr C Hill, Cllr L Matthews, Cllr M Pothecary and Cllr C Darcel (part meeting)

The Clerk/RFO was unable to attend.

  1. Open Session: Members of public raised concerns over future residential development of the Paddock
  2. Apologies for absence: Sharon Johnson Clerk/RFO

The Paddock, Manor Farm, Fiskerton

 

  1. Exploring the possible purchase of approximately 4.75 acres of land at The Paddock, Manor Farm, before the auction on 29th September 2026
  2. The Council confirms that it has considered the Clerk/RFO's report

and has agreed to continue exploring the possible purchase, subject to public consultation, legal review, funding considerations and a further decision at the Full Council meeting on 24 September 2026.

  1. Use of land
    The Council considered the potential purpose and benefit of the land for the parish. It was noted that further engagement with residents would help inform whether the purchase would provide sufficient community benefit.
  2. Costs, funding and authority
    The Council discussed the possible purchase price, auction costs, previous market appraisal from July 2025, available Council funds, the maximum amount the Council may be willing to bid, and whether borrowing may be required.
    Resolved: The Council agreed that a pre-auction purchase offer should be submitted up to the guide price of £75,000

Resolved: The Council agreed that £50,000 to be allocated from Parish Council reserves, with any remaining funding requirement to be considered through PWLB borrowing.
Resolved: The Council agreed to apply to the Secretary of State, through the Ministry of Housing, Communities and Local Government (MHCLG), for borrowing approval of up to the sum of £1 million, subject to advice from LALC, for the purpose of purchasing the Paddock, Manor Farm, Fiskerton.

  • The actual maximum bid value is to be determined at the Full Council meeting on 24 September 2026, following public consultation.
    Resolved: The Clerk/RFO and Chairman were authorised to act on behalf of the Council in relation to bidding and associated pre-auction matters, subject to the limits agreed by Council and the bidding should be witnessed by at least 1 member of the council.
    Resolved: The Council approved payment of Clerk overtime at a rate of 1.5 hourly wage in relation to this project.
  1. Legal and due diligence
    The Council considered whether legal advice and further checks would be required before the auction, including title, access, boundaries, planning matters and any restrictions.
    Resolved: The Council agreed that the legal pack should be reviewed and that legal advice should be obtained in relation to the proposed purchase and completion process.
    Clerk contacted several solicitors in preparation for the meeting and a report with the quotes received were reviewed.
  2. It was agreed to instruct solicitor B to advise the Council.
  3. It was agreed to purchase land registry documents prior to the legal pack to begin checks
  4. Public consultation
    The Council considered how residents should be consulted before any final decision is made.
    Resolved: A consultation flyer circulated by Cllr Walker was approved.

Resolved: Flyers will be hand delivered by councillors/volunteers by 8th September 2026
Resolved: Consultation responses will be collected by paper form and by online Google Form, with the Google Form link to be shared on the Parish Council Facebook page.
Resolved: Paper responses are to be delivered to 25 Ferry Road, Fiskerton or can be emailed to clerk@fiskerton-lincs.org.uk. Responses may also be collected on request by text message.
Resolved: The closing date for consultation responses will be Sunday 20th September 2026.
Resolved: A public meeting will be held on Thursday 10th September 2026 at 7:00pm.

  1. Next steps
    The Council agreed the actions required before the auction.
    Actions:
    1. Complete public consultation.
    2. Review the legal pack.
    3. Secure borrowing approval.
    4. Resolve the maximum bid value at the Full Council meeting on 24 September 2026.
    5. The final decision meeting will take place at the Full Council meeting on Thursday 24 September 2026.
