3 June Annual Meeting Minutes

Minutes of the meeting of Fiskerton Parish Council held 6.30pm – 7.15pm on 3 June 2019 at Fiskerton Village Hall

Attendees: Cllr A Walker (AW), Cllr R Wall (RW), Cllr S Canner (SC), Cllr M Harrison (MH), Cllr C Darcel (CD), Cllr C HILL (CH), Cllr W Adams (WA), S Hall, Cllr I Fleetwood (IF) (part), 17 members of the public

WELCOME AND INTRODUCTION FROM THE CLERK FISKERTON PARISH COUNCIL 

Having been elected and signed their declaration of acceptance of office the following councillors took their place as Members of Fiskerton Parish Council.

The clerk opened the meeting by welcoming councillors and visitors to the meeting. The format of the meeting was explained to those present. The clerk clarified: this is the newly elected parish council and they are all volunteers. The clerk is formally contracted as an employee of the parish council and does get paid. By law parish councils have to employ a clerk. 

COUNCIL OFFICER APPOINTMENTS         

1.0          ELECTION OF CHAIRMAN             

1.1          CD was nominated by CH and seconded by AW. There were no other nominations. CD was elected unanimously and signed the declaration of acceptance of office of chairman        

                             

2.0          DECLARATION OF ACC EPTANCE OF OFFICE AND ACCEPTA NCE OF THE WLDC CODE OF CONDUCT              

2.1          Declarations of acceptance of office were signed by all councillors in the presence of the clerk prior to the meeting. Acceptance of the WLDC code of conduct to be signed by individual councillors asap.    

                              

3.0          ELECTION OF VICE CHAIRMAN  

3.1          Councillor A Walker was elected Vice Chairman. Proposed by MH, Seconded by CH all in favour .

                               

4.0          BANK SIGNATORIES

5.0          APPOINTMENT OF MEMBER TO OVERSEE ACCOUNTI NG AND FINANCE

5.1          AW volunteered to take this position.

               

6.0          APPOINTMENT OF MEMBER TO OVERSEE PERSONNEL, DISCIPLINE, REMUNERATION

6.1          CD volunteered for this position

               

7.0          APPOINTMENT OF PLANNING SUB GROUP - 4 MEMBERS

7.1          CD, AW, MH and RW volunteered for these positions

               

8.0          APPOINTMENT OF NIEGHBOURHOOD PLAN GROUP LEADER

8.1          SC nominated RW. RW accepted the role.

               

9.0          APPOINTMENT OF SPEED WATCH COORDINATOR

9.1          This appointment involves periodic installation and removal of the parish councils Speed Indicator Sign and charging of the battery. Two people are required for safety reasons AW an CD volunteered for the roles.

               

10.0        APPOINTMENT OF WEBSITE MASTER

10.1        AW volunteered to take on this role

               

11.0        APPOINMENT OF COUNCILLOR TO OVERSEE TRAINING

11.1        The clerk was nominated for this role.

1.0          APPOINTMENT OF FLOOD ALLEVIATION INSPECTOR

1.1          AW volunteered for the role

               

2.0          APPOINTMENT OF PLAY AREA INSPECTO R

2.1          CH was nominated and accepted tis role

               

3.0          APPOINTMENT OF BUS SHELTER INSPECTOR

3.1          SC volunteered to take on this role

               

4.0          APPOINTMENT OF ALLOTMENTS INSPECTOR

4.1          RW and SC volunteered to jointly fulfil this role

               

5.0          APPOINTMENT OF GRASS CUTTING INSPECTOR

5.1          RW and SC volunteered to jointly fulfil this role

               

6.0          APPOINTMENT OF INSPECTOR FOR PUBLIC OPEN SPACE FENCE'S, GATES AND SIGNS

6.1          cd volunteered to take on this role

               

COORDINATORS APPOINTMENTS

7.0          APPOINTMENT OF VILLAGE HALL - PC ARE CUSTODIAN TRUSTEES, LIAISON WITH VH COMMITTEE & SOLICITORS REQUIRE LEGA L DOCUMENTATION.

7.1          AW volunteered to take on this role.

               

8.0          APPOINTMENT OF LINCOLNSHIRE ASSOC IATION OF LOCAL COUNCILS COORDINATOR

8.1          The clerk was nominated for this role

 

 

9.0          APPOINTMENT OF HIGHWAYS LIASION COORDINATOR - REPORTS AND COMMUNICATIONS

9.1          CD volunteered for this role. Two members of the public, Mr Fishwick and Mrs Parker agreed to join a working party.

               

10.0        APPOINTMENT OF COMMUNITY HUB LIASION COUNCILLOR

10.1        IAW volunteered to take on this role.

               

11.0        APPOINTMENT OF PUBLIC TRANSPORT LIASION OFFICER

11.1        CD volunteered for this role.

               

12.0        APPOINTMENT OF LITTER PICKING COORDINATOR

12.1        CD volunteered for this role.

               

13.0        APPOINTMENT OF SCHOOL COORDINATOR

13.1        IAW volunteered to take on this role.

               

14.0        APPOINTMENT OF VILLAGE SIGNS/PLANT ERS PROJECT LEADER/COORDINATOR
