Notice of Meeting

The next meeting of Fiskerton Parish Council will be held on Monday 7th March 2022 at 7:30pm in Fiskerton Village Hall at which the business listed in the agenda below will be transacted.  The time between 7.30pm and 7.45 pm may be given over to a public session if required, but if no members of the public wish to speak, the meeting will start at 7.30pm.

28. To ratify time sensitive response to LCC ref rerouting of Viking Way

29. To ratify time sensitive decision to join LCC’s Parish Agreement Scheme – Urban Highway Grass Cutting 2022-23

30. Consider quote of £1100 to fell trees/remove stumps: location: play area adj. boundary wall

31. To discuss the attempts of the district council to interfere in parish issues and undermine the decisions and activities of the Parish council, to include: (AW)

i. That the PC write to the editor of the village newsletter saying that our district councillors have no authority to be publicly discussing Parish issues and that they therefore refuse to publish any article relating to parish issues other than the official write up provided by the clerk.

ii. That the PC article for the next newsletter includes a statement apologising for the incorrect and misleading information published by the district council and provides the correct figures wrt VH usage, PO subsidy and allocated reserves.

iii. That the PC raises a formal complaint against WLDC for allowing it’s members to behave in a manor to deliberately mislead the public and to undermine the activity of the PC.

32. Consider safeguarding concerns regarding a photo taken of Holmfield Open Space

33. To consider using transparency fund money to purchase large TV screen for Meetings

34. To consider whether to pay farmer £400 for access to riverbank for the year 1 May 2022 – 30 April 2023

35. To consider offer to FPC of a free file storage cabinet

37. Consider producing Protocols for bullying and conflicts of interest

38. Consider proposal that the Parish Council consults residents with a view to the Parish Council resigning the role of being Custodian Trustees for the village hall (CD). (Note: In the original Trust Deeds the Custodian Trustees were indemnified against any expenses for rates, taxes, repairs and maintenance and insurance on the village hall and this indemnity was repeated in the amendment signed by Cllrs Scott and Cooke who were also members of the Village Hall Management Committee in 2004. It was also repeated in the MMW document which has been circulated to all parish councillors. The indemnity was necessary in 1968 and again the when the new hall was built. Without such an indemnity the Parish Council should resign as Custodian Trustee).

39. To receive a proposal for a vote of no confidence in Cllr Darcel as the Chairman of the Council (AW)

40. Two connecting footpaths on Homefield – maintenance issues (LCC ref 4172008)

CORRESPONDENCE RECEIVED:

41. To note only: WLDC Parish News – 8th, 9th, 10th  editions

42. Resolve to reaffirm commitment to the project of construction of new Cycle/Footways as per resident email request

43. To consider one resident’s email that another resident’s recollections about the £10,000 from Morris Homes are completely wrong (as per draft minutes of October 2021)

44. To consider resident’s email opining that the Village Hall should be developed to become more and more the community hub of the village for ALL groups and ages of residents, and that the Post Office service is a key part of that

45. WLDC Amended Code of Conduct: resolve i) to adopt the amended Code of Conduct (the LGA Model Code - West Lindsey Code - as the Standard by which to work to, and ii) to sign an “undertaking to abide by the Code of Conduct” form which is to be returned to the Monitoring Officer.
